美国总统川普计划宣布一项措施，将极左运动组织“安提法”（Antifa）和三K党（KKK）一起定为恐怖组织。川普还呼吁将私刑定为联邦仇恨罪。同时，川普还将宣布一项为美国黑人社区量身定做的“白金计划”（Platinum Plan），并承诺要向黑人社区提供约5,000亿美元的资金。
川普总统周五（9月25日）将公布一项针对黑人社区的“白金计划”（Platinum Plan），细节包括“机会”、“安全”、“繁荣”和“公平”几大项内容。
此举被认为是川普试图从民主党总统候选人乔．拜登（Joe Biden）支持者中夺取黑人选民的策略。
根据福克斯新闻获得的讲稿，川普总统会说：“几十年来，像乔．拜登（Joe Biden）这样的民主党政客将黑人选民视为理所当然。他们在每次大选前向你们做出很大诺言——然后他们到达华盛顿（指胜选）后，他们就抛弃了你们，出卖了你们。民主党人总是把黑人选民视为理所当然（投他们的票），直到大量的美国黑人投票给共和党人。”
川普还誓言要把“六月十九”（Juneteenth），或称“解放日”（Emancipation Day）定为全国假日，以庆祝美国让所有奴隶获得自由的日子。
在讲稿中，川普还要把“安提法”（Antifa）——一个有共产主义背景的无政府主义运动——定为恐怖组织。今年夏天的早些时候，在极左抗议活动造成动荡和骚乱时，川普曾在推特上宣布要这样做，但是他的政府一直没有采取具体行动。
司法部长威廉．巴尔（William Barr）在8月份曾表示，安提法（Antifa）是一个致力于在美国建立共产主义或社会主义的“革命团体”。巴尔说，安提法“本质上是布尔什维克，他们的战术是法西斯主义”。
联邦调查局（FBI）局长克里斯托弗．雷（Christopher Wray）最近在国会作证说，FBI在对最近参与暴力抗议的人进行认真的调查，FBI发现一些无政府主义暴力极端者是通过安提法的很多小组或节点进行运作的。
川普在周五的讲话稿中还说：“民主党不是在为这些社区争取公共安全，而是在袭击我们的警察，并增强极左派暴徒、打劫者和无政府主义者的权力。在共和党中，我们坚信要保护所有黑人的生命，包括未出生的黑人的命。”
接着川普说：“每个种族的每个孩子，不论出生的和未出生的，都是按照上帝的圣像创造的。共和党人相信所有人类的生命都是神圣的……无论何时，在这两个政党、两种愿景、两种哲学和两种未来议程之间，都有一个不能更清晰的选择了。”
川普总统将针对黑人社区的这一“白金计划”称为他连任后“未来四年内实现并将实现的大胆愿景”。
该计划将为黑人社区提供获得近5,000亿美元资本的机会，帮助创建50万个由黑人拥有的新企业，并为黑人社区创造300万个新的就业机会。
同时，预计川普还将致力于制定“第二步法案”，并为美国黑人们提供更好的工作和培训机会。
“白金计划”还承诺赋予黑人教会竞争其社区联邦资源的能力；带来更好和量身定制的医疗保健，并在黑人社区中增加购房机会并加强金融知识的普及。
川普总统会抨击民主党对手乔．拜登“除了给美国黑人提供相同的、疲倦的、空洞的口号以外，什么也没有”。川普说：“在当今华盛顿政坛上没有人比乔．拜登在伤害黑人美国人方面做得更多的了。”

David Duke, one of the US’s most notorious racist extremists, has reiterated his support for Donald Trump’s re-election campaign and suggested the president replace his current vice president, Mike Pence, with Fox News host Tucker Carlson.
Mr Duke is a renowned neo-Nazi antisemite and white supremacist who founded a Ku Klux Klan chapter in the early 1970s; since then, he has unsuccessfully run for office several times and endorsed various extremist figures and causes.
