the rule of law is legal structure of a society, but moral virtues are codes of conduct for personal behavior.
you just can't use one to replace another.

'捡到' and "theft" are totally two different things.... one of the matter of morality and one is in the realm of legality.

sure i would like to get my wallet back if i lost it. but whoever decides to keep it, it is nothing i can do. is might not be moral, but certainly isn't illegal.
as i said before, one is an issue of morality, another is the matter of legality.
