老百姓都是不法份子 - 看新的海关通告有感

有这么一段:
"从我们实际监管的情况中发现，一些不法分子企图将所经营的进口货物拆分成多票，伪报为个人物品，利用个人物品免税额优惠规定，通过邮递、快件渠道进境，逃 避监管。"

明明是一般老百姓合理合法的(在新规定出台前)做点小生意,怎么就成了不法份子了呢?

共产党啊,这那里是为人民服务,而是把人民当敌人!

人民本来就是贼哦，法律只会对弱者使用。
人民也应该把政府当成贼，问题是，中国不是这样

by laws, the same is here (in the states), items for personal use (within a certain amount) don't pay import taxes. but commercial items, ie, those items will be sold on market, even you carry in with you, will be taxed.

laws are for everyone, no matter how you label yourself (人民or敌人). on this regard, i don't see anything wrong with those words.

as to chinese, i had seen plenty of scenarios that chinese merchants in africa, 将所经营的进口货物拆分成多票，伪报为个人物品，利用个人物品免税额优惠规定，通过邮递、快件渠道进境，逃避监管. chinese merchants, in general, just aren't known for laws abiding citizens/business people...

没有违法,能称为不法份子?

法律没有禁止的,就是合理合法的.
我不反对钲税,只是对动不动就称别人是不法份子不爽,只有他们这些当官的才是贵人.

well, i would beg for differ.

it really depends on which side of laws you will stand ....

i think china side is trying to close the loopholes of chinese laws...

but chinese laws, full of contradictions, are full of loopholes like swiss cheese...

i see your logic here. unfortunately it isn't correct logic.

if you brought something into usa and declared as personal use, but later on you sold those items to the market, by laws, technically, what you had done would be 100% illegal.

哈哈哈, 德州龙还是不开窍啊. 20年前, 猫就听过关于中港台三地区别的顺口溜了:香港是官民,法律允许的可以做, 法律不允许的不可以做; 台湾是官民,法律允不允许都可以做; 大陆是官,法律允不允许都可以做, 民,法律允不允许都不能做!!! 呵呵.  现在德州龙理解了吧

i had know someone who brought ibm laptops/gaming electronics back to china (few years back) and sold on market. well the cost of his trip in china was easily covered by the profits.

imagine you bring few new ipads with you for home trip....

俺没做过这种生意,但为做这些生意的人鸣不平, 凭啥叫他们为不法之徒啊,在新法出来之前,他们没有犯法啊

well, technically it is illegal. but for irs here, it has big fishes to catch, it won't use its precious resources on small time violators like you and me...:

not sure about china, i know chinese in africa do that all the time. for example, cellphones, they brought those most expensive parts of cellphones with them (with suit cases) without delarations for customs, but using normal channels to import those less expensive parts. then they assemble the phones locally and sell them in local market. effectively evaded taxation from local authorities...

i doubt small items like few ipads would be targets. probably for those pros...
