oh, I heard they will pay for your college, but you have to serve in the army after  you graduate. It is an army programm.

是当兵...毕业后就是当兵...当然,根据你的专业给你分去相关地方...但是穿军装,按照军队要求做要做的....当然职务要比一般兵要高了...中国就叫军队干部了,哈哈..

The Army Reserve Officers' Training Corps (ROTC) is an educational program which combines college electives in Military Science with practical and unmatched leadership training.  Military science courses are designed to prepare men and women for succeeding in college, becoming Army officers, and developing in their chosen career.

Army ROTC awards scholarships available at 600 schools. Scholarships pay tuition and fees and can be worth $70,000 or more. Scholarship winners receive a stipend for each academic month plus an allowance for books and other educational items.

Army ROTC students who receive an Army ROTC scholarship or enter the Army ROTC Advanced Course must agree to complete an eight-year period of service with the Army.

You can serve full time in the Army for three years (four years for scholarship winners), with the balance in the Individual Ready Reserve (IRR).
Selected Cadets may choose to serve part time in the U.S. Army Reserve or Army National Guard while pursuing a civilian career.
It's an experience that you can't get anywhere else, and your leadership skills will be challenged every day. Contact your campus Military Science department for more specific details on your Army ROTC service commitment.

Enrolling in the Army ROTC Basic Course does NOT involve a commitment of service to the Army unless you have received an Army ROTC scholarship.

All scholarship students will be required to serve in the military for a period of eight years. This obligation may be fulfilled by serving four years on Active Duty, followed by four years service in the Inactive Ready Reserve (IRR).

除非你孩子爱做军人, 爱打仗, 否则别在乎这点学费了.

ROTC 的问题大伙已经解释的很清楚了。但如果您的儿子向上西点和海军军官学校，我可以指点一二。

You didn't answer me whether you want to send your boy to West Point and other Navy Academy.

I can advise you to ask your Congressman to nominate your boy. He can nominate 6 candidates to those military academy from his congressional district. I can help you on this.
