China is the first part of the world that encountered this virus. They were not sure what that was and people were already in the mode of the Chinese New Year. However after several experts recognized the deadly feature of this virus, Wuhan got locked down in 4 days.
The reason I believe the number (3869 death in Wuhan City) is because China had quickly and completely shut down Wuhan AND quickly (in 10 days) built two different types of hospitals: one for isolation and light symptoms treatment; one for critical patients. Then, they sent doctors/nurses to support Wuhan from all over the nation，even from the nation's troop. So, not only other areas of China was protected but also Wuhan itself received prompt rescue.
It's a victory of quickly response and determination of lock down.
