美国联邦FAA, 民航飞行员,和大私企里的工作作风

1,在家远程上班,无事可做。
When I worked for the government, we were allowed to work 50% in the office and 50% from home, for the most part. In some cases, if you'd worked there, like, I think over 10 years or something, you could actually work from home three days a week and work from the office two days a week。
An employee bragged about drunk driving and going out to lunch with her friends for margaritas when she was supposed to be remote working. No one would log into their computers and you can see it because they're not on Teams and no one ever checked. Ever.

There's something called the 80-20 rule where 80% of the work in government is done by 20% of the people and this is very, very true.

Our government is filled with the most incompetent and most lazy people and an occasional hard worker. And those hard workers are severely punished every time they outwork their colleagues. Because then the colleagues realize people will see that they're lazy and they don't want to have to work more. They're just buying time until they retire in almost every case.

After 36 years at the FAA, I only saw 3 people 'fired.'
1. HQ program manager bought new test equipment and 'sold' the old equipment to her son for pennies on the dollar. Returned with back pay and a promotion.
2. Secretary at DET airport got caught shopping at mall after calling in sick. Fired, rehired, re-fired, and re-rehired with back pay.
3. Maintenance tech falsified maintenance logs for an Instrument Landing System at DTW. Rehired with back pay and given desk job.

1. HQ Supervisor hired intern, was screwing her at a DC hotel while both were on the clock. Reassigned to non-supervisory job at same pay grade.
2. HQ Mid-level manager falsified GAO audit reports. Cash award and promotion to Senior Executive Service (SES).
3. Another HQ SES, ordered a partially installed Airport Surveillance Radar at PHX to be certified for use when it was impossible to test it. Senator McCain was getting impatient. Another cash award.
7,同事互相叮嘱工作不要太卖力。伪造报表。
It was back in the early 90s. My first awakening came when I got counseled by the union for doing too good a job. Shortly thereafter I got a semi-literate reprimand for putting up Christmas lights on the tower roof (out of view of ATC). Funny thing is, I also got a thank-you card and an engraved plaque from the tower and radar controllers.
Then there was the standard practice of hiding outages so our numbers wouldn't look bad. Every unit did the same thing. The techs took the brunt of it, since awards were based on reliability and availability percentages. The fake outage data looked like soviet grain quotas.
8,排挤打击工作表现好的人。
The "I got counseled for doing too good of a job" is so, so real. I worked govt jobs in the summers in early '90s. People who ignored that type of counseling would be ostracized or reassigned to a shittier position. The union reps were literally fat, lazy and stupid liars.

They gave awards with cash to people who WEREN’T performing well. My husband got so upset about that. He was the guy who did the work.

Ronald Reagan fired 100% of the air traffic controllers who were holding the nation hostage through their crooked Union and there wasn't any major problems and they all were replaced.

I worked in a union shop. They didn't get away with sleeping on the job, but they sure as hell worked at 10% capacity. New employees were quickly indoctrinated in to the same low standards and work ethic. Firing them was almost impossible.
Management and the union, the only thing they seemed to want was not making waves.

30 yrs FAA I saw 2 fired (only after getting DUI in probationary period) saw lots of mgmt types getting in trouble for incompetence only to be moved up the chain of mgmt. FAA supes & mgmt are the WORST incompetent grifters.

She was a very sharp program manager. Very thorough and knew her stuff. she got shut down.

I eventually got a position at headquarters and must have looked like I just fell of the turnip truck. Nobody cared that I had experience in and loved aviation (helo crew chief, avionics tech, field FAA tech). I actually thought I'd fit right in.
My first assignment was to upload data to a BBS every day. After a few months, I asked who used the data. Nobody knew. Not the guy who did it before me, not my boss, and not my coworkers. So one day I just stopped doing it and waited for the phone to ring, only to see who would holler about their missing data. The phone never rang, and nobody at HQ even notices. The program disappeared as though it never existed.
As a data nerd, I redesigned the entire maintenance reporting and logging system on my own time, but after hours on my own time. Made it simple, and easy enough to explain to a random person on the street. Plus it made the data meaningful instead of misleading. When I brought my revamp idea to my SES, he dismissed it out of hand, since it wasn't my job to fix the system. "Are you a computer specialist?" he asked. No, I was just a lowly program analyst. So he told me to stick to my real job.
I said many times that they could send 80% of that HQ building to Jamaica on full per diem for the rest of their careers, and we'd get more done at less cost. In reality, I watched hundreds of thousands of dollars completely wasted on contracts to incompetent contractors (many of whom were retired FAA). The smaller outfits got set up by having foreign-born wives as CEOs (never saw a single one in real life) and then FAA managers would get bonus points for contracting minority/women owned businesses. Over time, it just beat the care out of me.
16,退休后监视六年,不准向外透露。
After many years I was happy to escape HQ and get back into a Tracon, where I eventually retired. My last boss warned me that they had 6 years to 'audit' me so I better stfu if I knew what was good for me.
Six years came and went, and I just had a massive heart attack last week. So I have little to lose for saying so.

I had to get things approved by the FAA from my industry position and there are a shitload of bad actors lurking within the ranks. Just a few good ones kept the wheels moving when they could, but it was not enough to keep innovation rolling.

My best friend worked at the FDIC her entire career. She was a whistleblower and they made her life hell. Abuse is found wherever there's power. She lost her home and nearly her life. They ran her into the ground.

I only saw one guy get fired and that was after 10 years threats of violence against his coworkers. Yep, it took them 10 years before they did something. I was told by several civil servants at my center that they had a no termination clause in their CBA.

I worked airline flt dept as line captain for almost 40 years. We had some people fail check rides 3 times, terminated and then went to work for the FAA as "inspectors". Sick system.

I had an instructor for my instrument flight rules training who never should’ve become an instructor. I ended up going to another school because she didn’t instill confidence. Found out later everyone taught by her ended up failing the IFR exam. She just didn’t have “the right stuff”.
