老子道德经第八十章内容：
小国寡民，使有十百之器而不能用。
使民重死而不远徙。
虽有舟舆无所乘之。
虽有甲兵无所陈之。
使人复结绳而用之。
甘其食，美其服，安其居，乐其俗。
邻国相望，鸡犬之声相闻，民至老死不相往来。
翻译成今天的话，就是说：
国家隔离成一个一个小的社区，人口少。即使有几十几百的器械，也不能用。
即使人民很严重的死亡，也不能离开远行。
虽然有很多船和车， 无人乘坐。
虽然有很多武器和士兵，也不能演练部署。
使人们回复到编绳结使用，享受美食，穿着漂亮衣服，安心居家，以传统方式娱乐。
邻里之间保持社交距离相看，鸡鸣狗叫相互能听到，但不能相互往来。
