- Well, it is the nature of business for developers to make money any way they can, otherwise, it is not capitalism. It is up to the government to make up some laws to balance the wealth of the society such as by taxation and by-laws. in the by-laws, Hong Kong government can come up something like "all new housing projects have to build some cheap housings along side in order to issue permits'. or welcome new developers to build cheap housings. This will lower the prices. There are many ways to do it with soft landing, so, it will not hurt the people owning properties. mak
