- Well, if it wasn't him, some one would do it any way in the city . The problem was there wasn't any "what and when " the buyers going to build on the agreements. Which let the buyers did whatever they wanted and the city could not do anything about it. From now on, all buying and selling agreements should indicated what and when the buyers do with the lands, otherwise, they have to pay some kind of penalties. This way may stop some people taking advantage of the trade. mak
