凡是在中国居留超过180天的外籍人士，入境后要到当地公安部门外国人管理处办理“外国人居留证”

发了一个通知没有人看的懂， 到底是能回还是不能回？到底谁能回，谁不能回，那种签证能回，那种不能回，一头雾水，为什么不列个表格，那种人， 那种签证能回，不是挺好吗？现在这个通知，我是没有看明白
