for those don't speak english, my advice is that he/she chould do her best to let cops know she/he doesn't speak english, or just simply keep smiling. for some small violations, usually cops just give up since they would be wasting time to talk to a wall...
cops are executioners of laws. they are not allowed to discuss the cases with offenders, not even small talks. that is why american cops talk to you like machines. they are trained for how to approach drivers, what to say, and what to do.
